Pre-flop 3-bet with KQo?

I've gotten into some bad passive habits and I've been trying to improve my aggression.
The table is filled with players w/ VPIP in the 20%-30% range with a couple of exceptions.
The raiser in this hand is 55/22 after 250 hands.

Is my 3 bet with KQo good? borderline? dumb?

I like it if you think you can isolate him. I 3 bet an UTG raise from a guy with very similar numbers to your villian just last night. I had AK he capped with his 32s. No joke.
