I reraise the flop
I raise the turn
I call the river because of the four straight.

I usually play the same preflop. i would cap the flop and the turn and not raise on the river..with fear of him having the 9

Yea, call the river, don't raise. As is, I'd actually fold to the cap. CO cannot be bluffing when he puts in 3 bets after a bet and a raise. If he had a set or two pair on the turn he would have raised then, getting the field to call another bet. No other realistic hand is made with the river ten since you hold two of them.

For those of you suggesing reraising flop or turn, why not just cap PF?

if he then caps, then you can slow down.
raising this river is suicide.
