Villian in CO is loose and passive. The river completes 2 straight draws and a flush draw. Is it safe to raise the river?

3-betting sucks here. CO played it like he had a draw, and 2 draws got there at the river. Not need to 3-bet when there is a likely cap to follow.

With so many draws hitting, would a river check/call have been better?

Loose passives call down with a lot less than a strong draw, so it's an easy bet. Just call the raise though.
