hand from last week on FTP:

SB posts the small blind of $0.10
BB posts the big blind of $0.25
You have been dealt [Kh Jh]
P folds
B folds
Villian calls $0.25
Hero raises to $1
X folds
C calls $1
Y folds
M folds
Villian calls $0.75

The flop is [4h Qh As] (pot = $4.35)
Villian bets $0.25
Hero raises to $2
C folds
Villian calls $1.75

The turn is [6h] (pot=$8.35)
Villian bets $0.25
Hero raises to $3
Villian calls $2.75

The river is [7h] (pot = $14.35)
Villian bets $0.25
Hero raises to $4
Villian calls $2.75, and is all in
Uncalled bet of $1 returned to Hero
Hero shows a flush, King high
Villian shows a flush, Ace high
Villian wins the pot ($18.40) with a flush, Ace high
(unfortunately I forget what his other hole card was)...

Did I bet (reraise) too little on the Turn?

I doubt that your getting him to lay it down without a massive overbet (probably not at all since he's short - $9 with $3 invested). He's drawing to the nuts with top pair on the river. He had every reason in his mind to come along. I would have too, kicker would also have an influence on my call.

Also raising preflop and the flop doesn't really scream to him worry about the flush draw, so I don't think he felt that you had it even after the raise. Your flop raise was more designed to push out flush draws from his/my perspective for this level of play.
