Beginning Pot Limit Question

My friends and I played a home game of pot limit hold'em last Saturday. The blinds were $1 small and $2 big.

Here's my question. Are preflop raises limited to the amount in the pot or are they done increments of the blind?

For instance if the blinds are 1-2 then under the gun wants to raise. Can he only bet $3?

He can raise another $5 taking it to $7. The pot includes the bet he is calling therefore pot = the blinds $1+$2 + $2 to match the big blind = $5.

a lot of live pot limit games round the pot up to the next $5. it makes pre-flop betting (for 1-2 blinds) a bit heavy since the first raise can be to $10, but it's generally easier to keep track of later.
