In the Agianst a raise, Play: category is that saying you should cold call if there is a raise before you and you haven't invested any money in the pot yet? Pretty sure this is correct.

Yes, only if the hand mentioned in the "Play" category isn't also mentioned in the "Raise" category. For example, AQs, AJs, KQs . . .
