The evil one in this is pretty tight VP = 20 but very passive 1 PFR in 40 hands, though his after flop aggression is 1.5.

In general, I have a hard time laying similar hands down. Am I leaking?

Why does his PFR come into play on this hand? Villian didn't raise preflop, so even if the PFR #'s are reliable, he isn't rediculously tight with a vpip of 20. Also, you say his aggression level is about 1.5PF, thats fairly aggresive. There is no way you should lay this down. In fact, its entirely possible that the guy has something like A6s or A9s both of which you have quite a few outs to.
