In short: "You need a stronger hand to call an allin/raise, than to go allin/raise yourself".

It means that you need a better hand to call or 3-bet a raise with than you would need to make the initial raise yourself. For example, you know that a specific player only raises TT-AA and he raises in front of you. What hands do you want to play? You want at least QQ-AA since he will on average have a hand that is better than TT or JJ.
