The table here is quite loose and passive, so I limped
in with what I normally would fold here. What do you think
of my play? Is the river a call or a fold?

I wouldn't have bet the turn... you're just asking for a check-raise, and all you have is a draw.

I really have a hard time believing that you're ahead here based on the actions of UTG+1, but you are getting 10:1. This decision would probably come down to UTG+1's aggression factor rating.

You beat nothing except a stond cold bluff here, when UTG+1 bets into you after all the aggression you've shown so far this hand. Fold.
