Can't re-raise on all in on PP?

I.e. if I bet 100, someone calls, and a third person raises all in with 150, i only have the option of calling 50; I can't re-raise?

Nope.
I believe this rule is pretty typical for most rooms.

What's the reasoning behind this? If I want to induce a SB to go all in and re-raise that, could I do so if I bet small enough such that the re-raise amount is greater than my bet?
