do party skins allow you to withdraw to a neteller account that isn't yours?... i.e. i have 2 neteller accounts.. one that is registered to my roommates name... so i was wondering if i can do a withdrawal, and hav eit withdraw to my roommate's neteller account (under a different name) without raising any red flags

I do not think you want to do this.

A better way would be to withdraw to your account. Then from Neteller, you there transfer feature to transfer the funds to your 'roommates' Neteller account.
