Internet Payment service using Charge Card

Hi. Some help needed on funding an account. Is there a service such as Neteller or Click2pay where you can register a charge card and use that service to fund accounts at on-line poker sites via one's charge card and have the charge appear on your charge card as a purchase (rather than a cash advance) without fees. Like the way Paypal works when you pay for an ebay purchase (only they no longer do on-line casinos). I hope I am making sense here and I apologise if this has been covered but my seaarching the furom did not review anything. Thanks for any help!
