I am intersted in longer lasting cards, maybe plastic cards? I have never seen or used these though, only heard of them.

I live in Southwest virginia, a hole in the ground, and want to know where the closest most reasonable go-to place would be to find a good deck of cards?

you can find Kem's on ebay. I'm sure many of the gambling supply shops have cards available on their websites as well (5 star deal, et al.)

I recommend Copags or KEM, and yes, ebay is a great place to get them.

I usually spend about 10-12 bucks per deck (when purchasing a double set)

I just ordered some from Nicetoys (http://www.nicetoys.com/kemcardmatrix.html) last week. They have a pretty good variety to choose from and the cards arrived just a few days after I ordered them.

cardsbycopag.com has setups for $15. I'm going to use Copags when my current KEMs wear out.

Online is your easiest bet... but as you requested go to place, I'm not sure I can be of much help. I do believe kemcards.com has a list of retailersthat carry their product. I see only one listing of a retailer in all of Virginia:

The high quality cards are not carried in any big name store like Wal-mart or Target that I know of, you'll have to look likely for specialty gambling supply stores or I know some cigar/tobacco shops used to tend to carry them.
