I call bullshit.

I have no proof and dont even know any teens. But intuitions tells me people like to [censored]. Especially, young, good looking hormonal people. Our society is certainly not becoming more strict.

Considering that astinence only programs account for only a small number of the sex education programs out there, it is safe to say that your logic is flawed.

Slutty girls can make the boys % higher than the girls %.

But the more likely scenario is that boys are more likely to admit they have sex or lie about it and say they did. Girls are more likely not to admit they had sex.

Lets say that there were 100 boys and 100 girls and all 100 boys had sex with 1 girl and none of the others. Then the numbers would be 100 and 1.

The study does not suggest this either. The study does not treat abstinence based programs nor inclusive sex education programs as an independent variable so it is not logical to draw any conclusions about the effectiveness of various types of sex education programs. The only conclusion we can draw from this study is that teens are having less sex and when they do have sex they are using contraceptives.
