Tivo-ed TV show screenshot -> framed picture

There is a certain screenshot from a Green Bay Packers yearbook show that I want to turn into a framed picture for Christmas. I have said episode Tivo-ed and can presumably burn it to DVD if need be.

Any ideas where I need to go and to whom I need to talk to make this happen?
