What to do with a weak tight tall stack

Stars turbo bubble lasted 25 mins, big stack had all of us covered about 5 times over, but he never raised or called a push once, he even limp folded in the small blind a lot, in the end i had a decent (2nd place) stack but with him on my immediate left, it seemed natural to left him do the stealing when i am UTG, anyway I had to make a pot odds call with J3s for half my stack including the BB the short guy had A5o and it stood up, then the next hand i pushed the rest with 9Ts and someone had AA (end of). Any suggestions for dealing with a tight table like this beyond stealing which i did plenty of.
