Party 5/10 5 handed
SB is loose and passive
Hero is BB with 4s5h
UTG folds, MP calls, button folds, SB completes, Hero checks
Flop is 2s5s8c
SB leads, Hero raises, MP folds, SB calls
Turn is 3s
check, check
River is 4c
bet, raise, 3-bet, fold.
Since he is passive and the pot is very small, I see no reason to play on from the flop.
He probably doesn´t make thin valuebets on the river either, but would like 1 bet rather than going for the CR.
Usually I just call the river, sometimes I may find a fold here though.

I'd bet the turn, for sure, and I'd call the river instead of raising.
Folding the river might be an option if you bet the turn and he fires into you on the river. I'd certainly expect to see a wheel straight in that situation.

I'd bet the turn. You are drawing to a straight flush and you have a mid pair. There are 17 cards that improve your hand significantly on the river, plus u may even win unimproved.
I don't agree with raise on the river. If he has the flush or the straight he will 3-bet. If he doesn't he'll fold. Basically, he will not call your raise with a worse hand than yours.
