My roommate says that 79o is good enough to play in a headsup situation under just about any blind condition. I say he is wrong, but I am a limit only player and know next to nothing about no-limit. Who is right?

It depends. Are you SB or BB. What are the blinds, what is your stack?
How does your opponent play.
Id lean toward folding 7-9o headsup most of the time.

If this is a heads-up match, then 79o is always playable.

He was in the SB with 25 cents to call and had 33 bucks. I would of never thought you would play 79o, none of the limit books have 79o as a starting hand.

I'm going to say that heads up, anything is playable, but there are other considerations to consider. For example, heads up at the final table of the WSOP is going to utilize a completely different strategy than you would in a heads up cash game. Heads up is much more about reading the player than about actually having a hand. I would actually say that 79o is just as playable as AK or 72 in many heads up situations.
