Good value/bluff raises?

UTG is very loose, slightly aggressive. SB is loose with a 17.5 PFR%, but then he slows down post-flop. I was planning to check-fold the river, but then UTG hesitated a good 5-6 seconds before betting and I got the feeling he was in the same boat as me. Good on all streets?

If you think he has a worse flushdraw, why not just call then. I dont think he will fold A-high here when the pot is this big.

That would be awful aggressive play for a Q-high flush draw and he's only slightly aggressive. I thought I'd win the pot a lot more often raising than at showdown.
