The T isn't scary enough IMO, I'd just call. Change the turn to an A and I will raise, even though my draw is weaker, or make the top card on the flop a T and the turn a J, and it gets better (although I don't think the former is that great anyway). If you never bluff-raised on a JT board as a pfr you would be doing great- those cards hit limpers/callers from the blinds and aren't "scary" cards they will suspect hit you harder.

The wait until the turn to raise only seems to work when they check to you as the pfr, and you check behind on the flop only to raise any turn bet.

I felt the board was draw heavy enough to call the river unimproved... that's why I raised the turn. I figured I'd be putting in 2 BB anyway, so I might as well try to make him fold

fair enough, but what draws on the flop are you ahead of after the turn card, and what hands did you expect him to fold?

I guess there aren't really any draws that I'm ahead of. the T kind of kills that idea. the hand I was hoping would fold was A high.

I have a rule that says I never assume/expect/hope that any pair will fold, ie I don't try to push people off hands except A-high

If he bets A high into you on both the flop and turn often enough to justify trying to raise him off his hand on the turn, 1) will such an aggressive opponent fold and 2) why were you planning on calling a river bet anyway? I'd just call the turn and fold unimproived, but I also haven't had the most spectacular results the last few weeks, so...
