In the "Late Position" starting hands chart for loose games on page 83 of Small Stakes Holdem, BELOW the "If there is no raise" recommendations the chart says

"If at least four people have entered the pot in front of you:"

and then goes on to make recommendations for "Against a Raise" and "Against a Raise and a Reraise". Then at the bottom of the section it says

"If fewer than four people have entered, revert to the tight games guidelines for late position."

My question is this. Should I (1)use the "If there is no raise" section on this page regardless of whether at least four people have entered in front of me or (2) use the "If there is no raise" section for tight games on page 81 if fewer than four people have entered in front of me?

Put another way, if in a loose game fewer than four people have entered in front of me and there has been no raise, which guidelines should I use, those for the tight game or those for the loose game?

One last thing, I assume the blinds do not count as players entering the pot, right?
