Good rule of thumb...

PartyPoker (and skins) for ring games...

PokerStars for sng's (bigger starting chip stacks allow for more than just a crapshoot on PartyPoker).

You also have to consider that at Party the lowest stakes NL game is .25/.50 with a $25 max buy-in. That's where the worst players will be.

Poker Stars has .01/.02,.05/.10, and .10/.25 NL below the .25/.50 games, so the worst players will be found at the penny tables.
