3 bet SB and cold call in BB

I've seen many posts where people say that they'd be more inclined to call someone elses raise in the BB and be more inclined to 3 bet in the SB. What is the logic behind this?

In SB you want the one who havent done anything yet, BB, out. 3beting will often make this happen. (Normally you want it headsup aganist raiser)

In BB you can only raise those who have already put $ in the pot and those normally dont fold if u 3bet.

You can raise for value and for getting people out from SB but often only valueraise from BB.
