Should I raise this river for value? The way she kept betting into me after just calling a raise confused me, wasn't sure if I should raise or just call.

Oh, poker tracker has her as a LP-P.

Calling the river is fine. I think raising with only a pair might be slightly -EV, but it really depends on the player.

Against an LP-P, calling is probably more EV than raising.
