What does EV mean? I see +EV a lot, and I'm unsure exactly of what it means.

EV has to do with the long term expectation of a given poker play. If you make the same decision 100 or 1,000 times will you make $ or loose $ durring that time. So for example, say you're playing 2/4 limit HE. Calling an inside straight draw on the flop when the pot is close to $20 is positive EV (+EV) since you have the appropriate odds to do so. You will make money over the long term.
However, calling an inside straight draw with an $8 pot is -EV since you are not getting proper odds to call. You will loose money in the long term.

For complete discussions of these concepts see Theory OF Poker, HEPFAP and the newest, Small Stakes Hold'em. Read and reread and after a while it starts to make sense.

It's an acronym for Expected Value. We love acronyms.
