What is xx? IT makes a difference! Lets assume you hold 23KQ.

Then P(flop nut low or nut low draw)=

P(flop nut low)+P(nut low draw).

Now P(nut low draw)=

P(A low high)+ P(A yy (y a good low card)+

(P(AA y)=

4(20)(18)+ 4(5(4C2))+ 4C2(20)/(48C3)

P(nut low)=4(5C2)16/(48C3)

Thus our answer is 80(18)+2(20(6))+640/48C3=

about 13.4%.

or about 6.5 to 1.

PS don't get too excited about 23KQ now, as you won't end up w/ nut low on the river (or even low), more than 70% *after* you flop the nut low draw....

It is of interest in the present connection to note that with A2KQ

the probability of flopping a nut low is 0.074 (i.e 7.4% of the time)

and

the probability of flopping a nut-low draw is 0.291 (29.1% of the time).

Oops, I goofed with my calculator.

Replace 0.291 with 0.264 for the probability of flopping a nut-low draw with A2KQ.

Sorry,
