BB has check raised me on the turn three times in the last 20 minutes. Once he had the goods, twice he didn't. This I am a bit suspect of his play. Other than this, he seems relatively tight p/f and not overly aggressive.

Raise the river and cry+call a re-raise.

Should I be raising the turn? Is it player dependent?

I don't see any reason to. If he's got the goods, take your re-draw. If he doesn't then let him fire at you again on the river. Raising gives him too much control over the hand.
