I received a watch and a card informing me I'm now a Royal Flush Club member. The card had a code on it entitling me to a 10% bonus up to $100 on the first deposit of every month.

I tried it and it doesnt work - NO BONUS. And they don't respond to e-mails.

Does anyone know how to cash out my VIP points? I'm not comfortable with Empire anymore and see no reason to give them any more of my considerable business.

No, it just said 10% EVERY month. I received the package in Sep and had to look up the benefits on the Royal Flush page on Empire.
