Bob Ciaffones plo (high only) book for this hand AsKhQd9c says:

"A fistull of high cards should jack it up in any Omaha game"

I rate this a very poor hand and would just call in late maybe.definitely not raise.

Am I wrong??

I agree. no reason to raise in PL

- though I would not say the hand is "very poor".

It's decent enough if you are in late pos

so if there's lots of action on the (suited?)

flop you can just fold.

I would call preflop if there's not been lots of action

already in the pot.

The object of raising is to limit the field so that the player will require substantially less than the nuts to win.

If it is a large multiway pot then a broadway straight is required for the cash, but in a heads up or possibly 3 way pot top 2 pair is often plenty.
