Is this guy a genius, super-passive, or am I just missing something? Does any of his play make any sense?

Flop: (5.50 SB) J/images/graemlins/diamond.gif, 4/images/graemlins/spade.gif, 6/images/graemlins/spade.gif (2 players)
UTG+1 checks, Hero bets, UTG+1 calls.

Turn: (3.75 BB) A/images/graemlins/spade.gif (2 players)
UTG+1 checks, Hero bets, UTG+1 calls.

River: (5.75 BB) J/images/graemlins/spade.gif (2 players)
UTG+1 checks, Hero bets, UTG+1 calls.

Final Pot: 7.75 BB

Results in white below: 
UTG+1 has Ac Ad (full house, aces full of jacks).
Hero has Jc Jh (four of a kind, jacks).
Outcome: Hero wins 7.75 BB. 

Also, why wasn't this at a Bad Beat jackpot table?
