A lot has been made over Iraq not having or at least the US not finding Chemical weapoms and whether or not it was truly a threat to the US.
If you were President and you had reason to believe that country A had X chance of having WMD's and if the country had them there was Y chance that the weapons would be used against against the US either in a direct attack or though terrorists activities. At what point of X & Y would you take military action against A including declaration of war if needed? Additionaly if you decided to use the UN but you knew that it could only provide you a confidence level of < than 100% what certainty would you settle for?
