It is thrown around a lot to attack Bush on Iraq, but what does it mean to say we spent $200 Billion? does the U.S. have $200 Billion less than when when the war was started?

No, the cost of the war is 120 billion so far, Kerry is using the 80 Billion estimate for next year. In other words, he is lying to manipulate the public to vote for him. I expect him to do quite a bit of this during the next debate since Bush is so weak and distracted, in particular with the figures, that he cannot retort.
