You can just open a neteller account, transfer your party $ to it, and move the money from your neteller account to pokerstars.

I managed to open an account there without doing anything of the sort, for exactly the transaction you're trying to do. Not sure what you're doing differently....I opened the neteller account, got my account ID, withdrew to it from party and then withdrew from it a day later from PS. They might have changed their requirements, I suppose.
