Okay, so I'm fairly sure these are stupid questions, but since I can't find the answers anywhere, here goes.

All questions are about no-limit holdem with table stakes.

Q1) What happens if the BB doesn't have enough chips to post the blind?

Q2) What happens if a player calls but doesn't have enough chips to meet the BB and wins the pot? Do they get the total amount of the BB or does the BB get the difference of the BB and the other player's chip count?

In both scenarios, the extremely shortstacked player would be all in for the amount of chips he does have, and could win only as much from each other participant in the pot as his own table stakes.

Q1) in a cash game he either must buy more chips or sit out. In a tournament he's all-in for what he has.

Q2) The BB takes back the difference and they play as if the BB just called his all-in.
