On 4th St., it is said that a pair can up the betting to the next level, fixing the rate at that level for that round. But, if there are 2 open pairs, and the high pair does NOT up it to the next level, can the next pair do so? Or is this ONLY the option for the highest pair? (Also, if applicable, does the highest pair's actions, checking or just calling, have any affect on the next pairs options (provided he has any / i.e. the answer is ONLY THE HIGHEST PAIR has this option to up the stakes on that round).)

Don't play sutd much, but have always wonder this.

Once the pair appears on 4th street, all players have the right to make it a double bet. In a 5-10 game, if the high pair checks, the next player has the right to bet either $5 or $10, and so on around the table. If the high pair only bets $5, the next player can raise it to $15 (5 + 10 raise).
