Hand 1 is borderline for me, I would raise if I thought I could steal the blinds, fold if not. If anyone calls then play it as normal.

Hand 2 easy fold.

1) I'll often raise here
2) fold

Hand 2 is NOT an easy fold against an "average laggy party player". I would 3-bet or call.

Call?
As in, call two cold?

I'm always trying to find an excuse to do this, please elaborate...

For instance, tonight/this morning, I encountered a friendly neighborhood maniac on Party 3/6, who was PFR a little over 50% of the time. Standard protocol would dictate waiting for a monster to pop him good, but two other considerations made me CC all the time.

One--everyone else was doing it. Maniac raises, 4 players CC and BB catches up. With five to a flop, but few PF three-bets, I wanted to be able to play my semi-speculative hands.

Two---I sat on his immediate right, and thus got to close the action. (And use his flop auto-bet to chase others if I hit a vulnerable holding).

As such, in the 150+ hands we shared at the table, I probably CC'd 6 or 7 times. It was a guilty pleasure.

Hand 1, I raise preflop.

Hand 2, I'm inclined to 3-bet or at least call depending on the lagginess of the raiser.
