How did Phil have a 3% shot of winning the hand when he had K-7, Annie had K-9, and the board read K-J-6-9 with no 4 flush draw? Was it only for a split pot with a J?

yes. 3 outs with a J=~7%. He gets half.

regardless, i loved that annie showed him the 9 right there. seemed like exactly the right thing to do at that moment, to that player. one of my favorite moves i've seen in this drawn out WSOP.
