Should I have gone all-in on the flop or check/folded the
turn or was this ok?

Hard to answer since the post doesn't contain any info on what kind of a player this is but I'll take a stab at it anyway.

Villan called the big blind so I put him on something mediocre/playable (low PP, AJ, AT, Ax?, or connecting cards). The only way he has a 3 is if he has 33 or if he has A3s or K3s and in that case, you caught a bad break that will kill you anyway. He's not calling the blind with 23s or 34s IMHO. He doesn't have TT (raising with this) or T3 (folding).

The pot is 450 and you have 655 in front of you, either you push it all with top pair mediocre kicker or you check and fold to a bet. To me, betting 200 into a 450 pot shows weakness and gives him hope.

i agree. a $200 bet is no good here. you either push or check-fold...well perhaps check-raise but then he is committed and will call and could possibly outdraw. in this situation i would be pushing after the flop.
