September 14, 1996 - Clinton

Four-week average of initial jobless claims = 334,000
Jobless claims (layoffs) as a percentage of total workforce = 0.25 percent

September 16, 2004 - Bush 43

Four-week average of initial jobless claims = 338,000
Jobless claims (layoffs) as a percentage of total workforce = 0.23 percent
