Do you call if he bets the river? Do you call if a blank hits &amp; he bets the river?

I think so. I hate folding the river for 1 sb. Do you value bet this river? I was going to if a card lower than a 9 hit

*Edit: I've misread this hand. I thought your opponent was the PFR. I'd bet this river.

Absent a read I'd bet this river, his play is consistent with a small pair/ small pair + straight draw. The flop bet looks like a pair (maybe an aggro played draw) that had you on overcards like AK. Futhermore, he called your turn raise, so he either thought there was a chance you were getting out of line with overcards on the turn and was going to look you up or he calle dthe turn raise because of a straight and/or two pair/trips draw.

I'd give him the chance to look you up, as his flop bet and turn call are all consistent with at least a small pair (its possible he just has a straight draw, but he will often have the pair). Unless you fear he has a better hand, not betting because you think your opponent won't call a river bet when he called a turn raise after representing at least a pair on the flop is bad. Give your opponents the chance to call and make a mistake, especially in a game like this where bad calls are common.
