Loose means that he plays more hands than he should and will often be in the pot with a marginal to week hand.

Aggressive is more a function of Bets and raises as compared to checks and calls. So the player is much more likely to bet or raise than to just flat call. Now most people who get labelled a LAG on this board are actually closer to maniacs and tend to irrationally raise and bet all of their hands.

Are they weak players, well in a way yes because they will lose money over the long run, but they also a bit dangerous in that they can quickly hurt you over the short term, or if you take an unsound tactic in playing against them.
