The gist of the article seems to be that you can't have trade and redistributive taxes at the same time. This is silly.

"In the minds of an awful lot of Westerners, the U.N. can make the case for lowering trade barriers, or it can make the case for further subsidies, but not both."

Subsidies to private industry are not the same as aid. Furthermore, the real progress to eliminating poverty will come from developed countries cutting their tariffs and massive subsidies, not pooer ones, which largely haven;t been able to afford significant subsidies, have cut most of their trade tariffs, and whose industries could use a leg up anyway.
