Easy laydown?

$2 + .20 SNG on Pacific. It's only the second hand of the tournament. The player immediately to my right is in MP1. I'm dealt a pair of tens. No read because it's so early, all I know is he folded the first hand. He raises to 400 after two limpers. I'm suspicious of the huge raise, but eventually I folded.

Should I have called?

IMO this is an easy laydown. You haven't put any money into the pot yet. I like to see the flop cheaply with small to middle pocket pairs and try to hit a set, with the intention of getting a nice pot. With this scenario you are have to put far too much into the pot PF. This is only the second hand, so you can afford to be patient
