Why are you raising this garbage preflop, especially after an UTG limper (and another irrelevant one)?

He's already taken a few bad beats tonight, when he's gotten good hands (I assume). Probably hasn't gotten a lot of hands overall. Raise with garbage "to make something happen". Something happens. Then he scared himself into inaction.
