It shouldn't be allowed. The rule that makes the most sense to me is this: action out of turn is binding as long as nobody else has bet or raised in the interim.

E.g. suppose it's a fourway pot and the first player bets, then the last player says "raise" out of turn. In my view, he should be obliged to raise if the two intervening players both call, or both fold, or one calls and one folds. But if one of the intervening players raises, then the player who acted out of turn should not be obliged to threebet; he should be allowed to fold, call, or threebet, whichever he likes.

By the way, this isn't really a tournament question even if it took place during a tournament. Questions like this usually go in the "brick and mortar" forum.
