What is the maximum beatable rake at 3/6 if the game is well below average in terms of playing ability?

I'll guess it's at least $12, assuming that your opponents are really atrocious. The most important factor in determining the beatability of a game is the difference in skill level between you and your opponents. In any case, no real $3/6 game has a rake so high that the rake alone makes it unbeatable.

I think this figure is much too high. If the max rake were $12 and most of the pots were multiway enough to reach the max rake point, as is generally the case with bad players, then assuming you win 8% of your hands and get 50 hands an hour you would be paying about $40 in rake an hour, not to mention tips. It seems impossible to beat a single 3/6 live game for $40 an hour no matter how bad the play is.
