Anyone have an opinion of the quality of players on PS vs. Party at the $100-$200 level, NLHE SNG? I only know PS.

The $200 sngs on party have a group of solid regulars. Unless you are really playing during prime time, you will not be able to avoid them. There is also a constant influx of unknown players who are often far too loose or passive. I have no idea how they compare to stars, as I play exclusively on party.
