On the bubble blind 200/400, stack size ~2000. When you go for a steal raise do you raise 3x the bb, 1200? It seems a bit hefty and going all-in anytime I try a steal raise seems risky.

It is risky as with stealing anything, your in big trouble when caught.

With those blinds and your stack, most players on here say ALL-IN or Fold.

with 8000 chips in play between 4 players even within 400 or so is it really necessary to raise 3x bb for steal when say 2x bb would still be a major chunk

There is no single answer to this. It depends a lot on the size of the SB/BB stack and your position relative to them, how willing they are to call and what your image at the table is.

You only have 5xBB. If you're going to play, play for all of your chips. If you throw 1200/2000 into the pot and someone sets you all in, can you let go of the hand? Absolutely not. You'd be getting 4:1 on a call and should play any two cards. Seeing the prospect of a situation like this in advance, put all of your chips in in the first place and gain some extra folding equity.
