UTG+1 appears to be a somewhat aggressive, reasonably competent player. MP has been playing with a fluctuating short stack for the last 20 or so hands.

I think an arguement can be made for raising the turn here. First of all, it is hard to believe UTG+1 would play a flopped straight this way. Therefore, we will put him off of that. It is also hard to believe he would hold a 3, so I will discount the smaller straight too.

So, assuming UTG+1 isn't a maniac and didn't bet out an inside straight draw, he is either bluffing or caught TP after betting out his open-ended straight draw (very reasonable from the description you have provided). He could also be playing a flush draw very strongly. In this case, raising the turn would charge him the most when he is behind.

Add in the fact that MP1 is at a very low stack and is calling down the entire way, and I would pop the turn.
