I would call down. I don't think you can fold to this player if he is unknown, and I doubt he would play a ten this way. He is most likely bluffing (which you should call to let him continue his bluff) or has the weaker boat with a 3.

Since he would have most likely bet out the 3, I would guess that he was bluffing but would call down either way.
